This is a sugar bowl in US Glass Co.'s No. 15047 Colonial pattern. It was introduced in 1896. This color is from the 1898-1900 time frame.
The sugar is 7 inches tall. According to Tom Felt, during this era, sugar was only available in large cones so the housewife had to break it into smaller pieces. This took a lot more space than granuated sugar so the sugar bowls were a lot larger.
