Blue is painted.

Tom Felt, author of the book, "L. E. Smith Glass Company, The First Hundred Years" says "I can't guarantee that this entire lamp is L. E. Smith, but I know that at least part of it is. The crystal portion is Smith's no. 963 bracket. Smith was a major producer of lamp parts from around 1939 well into the 1940s. I found many examples in the factory archives (only a few of which are photographed in the book). This particular one is documented in the files of the National Association of Manufacturers of Pressed and Blown Glassware. In 1941, they convened a meeting of manufacturers of lamp parts and came to an agreement on moves and wages for these types of glass. Six manufacturers attended this meeting and, of the 56 individual items they came to agreement upon, 16 -- or more than a fourth -- were made by Smith.

I don't recognize the shade or the base. Since Smith largely sold parts to other companies who then assembled the lamps, it is impossible to know for sure whether these other parts are Smith's or from another company. The design on the shade is very similar to other shades in the factory archives, so it is at least a possibility."
