The bowl is 12 1/2" tall by 10 1/2" at opening, by 4 1/2" in middle, & 6 1/2" at bottom. This bowl is sometimes attributed to Hocking, but we have no documentation to that effect.
On pg 296 of Hazel Marie Weatherman's Supplement & Price Trends for "Colored Glass of the Depression Era 2", it is pictured as an unknown (with water and fish in it). Weatherman tagged it "WILL O'THE WISP". Also on pg. 291, it indicates they were green and available in two sizes 7 1/2" and 11 1/2". No date was given.
