This correction to the Edwards & Carlwile book Standard Encyclopedia of Pressed Glass 1860-1930 can be found at the patternglass.com site.
"Fern Burst - Produced by Westmoreland. Attributed by Heacock after he found a Butler Brothers assortment containing it with other patterns in the assortment made by Westmoreland."
It is also identified as a Westmoreland pattern from 1905 at the subscription site EAPGpatterns.com.
There is also a version of this pattern attributed to Millersburg which seems to have a different star in the base.
