Unknown Floral Etch on Unknown Paneled Footed Tumbler
This etch looks like it is probably a pantograph etch instead of a plate etching. This process is described in the "Encyclopedia of Heisey Glassware, Volume One Etchings and Carvings" by the Bredehofts and Louise Ream.
Heisey did several pantograph patterns at the beginning of the twentieth century but the majority of pantograph etching was done by European glass makers. Other American glassmakers may have done this process as well. The process is cheaper to do than a plate etching.
The shape of this little stem looks American but its origin is unknown as well.
