This could be a covered sugar, covered candy bowl or a puff box. It has also been found in an orangey pink. Possible makers include Hazel-Atlas and Hocking; unfortunately, no documentation can be found for this pattern. A sherbet (or perhaps the base to this item) is also posted here in the Unknowns.
