Found on a New Martinsville Janice plate. This silver overlay has also been seen on Imperial #588 and an unknown bowl in the Gallery.
It's been seen on other items with the label LI Sterling, which may be Lipman Sterling, but we have no documentation to that effect. It appears often on New Martinsville Janice pieces
