Unknown Bi-Color Sugar
Most likely this is McKee Clicot pattern in cobalt and green. The base of this sugar is the same as that shown in a Clicot ad in Weatherman's Colored Glass of the Depression Era 2, page 268, which describes the base as black. The handles are also similar but not the same as on the sugar. McKee was known to make black glass using cobalt; the glass looks black until held up to the light.
