5-1/4 inch Cocktail in the Coronation-Dinner pattern. The stem can be found with and without notches.
This stem was patented by Louis McGuire and assigned to the Sloan Brothers Glass Company of Lonaconing, Maryland and used for several patterns. After the Sloan Brothers Company burned in 1932, the stem made its way to a US Glass Company in Pittsburgh, PA, probably Glassport, as line D-600. Attribution to a particular company would depend on the decoration, if any.
