Bryce Block Optic Cocktail Shaker & Tumblers
Bi-color cobalt and crystal. Here is the patent for the shaker without the handle: http://chataboutdg.com/gallery/details.php?image_id=5676

Height to top of glass rim - 8". Top of cork is hammered silver plate. Looks like the cap was originally silver plate, too, but silver is worn off the outside. There is still signs of the silver on the inside of the cap.

Height of glasses - 3.5"
Diameter of rim - 2.75"

I have seen this in these colors without handle and a sailing ship painted on the front and the glasses. I have also seen a plain clear one with green foot and a painted rooster.
