Cobalt tumbler is 4" and of high quality glass. The identification was made from listings on replacements.com for a ruby and a cobalt tumbler and the similarity to this patent for Imperial tumbler #711: http://chataboutdg.com/gallery/details.php?image_id=7340
The pattern is reminiscent of Georgian made by many other manufacturers.
