This is Heisey's pattern #1483, and it was manufactured from 1936-1941 in crystal only. Note the black button in the handle - it's made of Plasticon and the buttons can be found in red, blue, black, yellow and ivory. Black and Red are definitely the most commonly found.
The design was patented by Walter Von Nessen in 1936.
