The stem is #7672 Octette pattern footed water tumbler. It stands 5-1/8" high, holds 10 oz, and is crystal. (While mine hold 10 oz., the Handbook of Old Morgantown Glass lists footed tumblers in 9 oz and 12 oz, likely an example of the usual variation in sizes during manufacture.)
This is the 'satin filled' Fernlee etch, of the three types for this etching (plain, etched, and satin).
