Several companies made very similar designs in the 1950s. This design was idnetified from Hazel Weatherman's "The Decorated Tumbler" on an ad reproduction dated 1938. Federal also did similar designs in 1948, 1950 and 1956.
Hocking, Hazel Atlas and Bartlett Collins also did Scottie Dog designs.
