Found on a Duncan loopy center handle server, with a very nice cutting.
It appears to resemble an etch in Dean Six's "Lotus" book, look with a magnifier and light at page 108, decoration 899 on the CHS and 899 on the plate on page 9. Unfortunately, that is the number for Lotus' gold version so this is still not identified even if it matches.
