Diamond Center Handle Server w/ Hammered Gold Trim
Verification is found in "Dugan/Diamond" by Heacock, Measell, and Wiggins, p. 116 fig. 697 and p. 118 fig. 725, plus Inez Austin's Guide to CHS p. 44.
The plate is 10 1/2" in diameter. The handle is 4" tall (measured from the top of the collar) and 2 1/2" wide. The shaft is six sided with a ring and is 5/8" in diameter. The collar is 3 3/8" in diameter and is slightly concave.
