Identified as New Martinsville in the "Great American Glass of the Roaring 20s & Depression Era, Book 1", by James Measel. The handle looks very much like that on the New Martinsville #35 CHS. But new information found by Inez Austin indicates this is a Liberty Glass works product.

Tray is pink with gold trim and flat curlicued handle. Plate is 11 3/4"; Foot 2 31/32"; Collar 3"; Stem 11/16"; Handle 2 7/8" wide at the widest point by 3 7/8" tall at the tallest point and measured from the top of the collar.
