This ringed set is identified as Imperial in volume 1 of Measell & Wiggins' Great American Glass of the Roaring 20s....

Possibly part of an undocumented Imperial line that is similar to the Imperial #451 Georgian line of barware. (The unofficial name "Shaeffer" was given to the #451 Imperial barware by Hazel Marie Weatherman.)

Shapes of this cream and sugar are identical to Imperial's Diamond Quilted, and this set often accompanies similar cups and saucers. Similar 8-in. plates have also been found. Often confused with Paden City's Penny Line pattern.

Further documentation is needed to be certain of the identification as Imperial and a line or pattern name..
