Westmoreland CHS with unknown cutting. This tray is 12" across, the handle is 4" tall from the surface of the plate.
This sandwich tray has a handle similar to a Lancaster handle design shown in John P. Zastowney's "Lancaster Glass Company 1908-1937." The book shows a covered relish Lancaster #945 with this style finial on the handle on p. 136, and a matching finial on a Standard sugar & creamer tray #647 on p. 270. Neither of these photos show the point on the lobe at the top of the CHS finial, which seems to be the most significant handle difference.
