Top photo is a Medco, Swirl, Hostess Set, 2 inch shakers and 3-7/8 inch Sugar. Bottom photo is the original carton for the set. They were produced in the 1950s.
The glass is marked "Medco N.Y.C." and "U.S.A." A shaker has been seen with the Wheaton Glass mark. Medco offered a line of kitchen and barware glass that was sold in food markets or given away as premiums.The only information found on the company indicates their glass was exported and seems to be collected internationally.
