This ashtray is pictured on page 41, plate 29 of "Collector's Guide to Ashtrays, Second Addition" by Nancy Wanvig and identified as a Double Ashtray probably by Hazel-Atlas, 1930s. It has been found in both pink and green.
It is sometimes presented as a holder for salt and pepper shakers, with the indents used as fingerholds for passing the holder and shakers around the table.
